     Please adopt a public domain system for citation to court 
opinions. As a member of the bar, I am strongly of the opinion that 
the adoption of such a system would facilitate greater and easier 
access to legal information by the public at large, which would 
promote a better understanding of the law. Breaking the West monopoly 
on government information will also save large amounts of taxpayer 
money. Thank you.
