I am an attorney licensed to practice law in the Federal and State courts for Tennessee College of Law in 1977 and have engaged in the private practice of law, in a small or solo firm, since that time. At this time I am the Chair of the Tennessee Bar Association's Law Office Technology and Management Section and the immediate past Chief Editor of TBALink, the TBA's on-line web site. (http://www.tba.org) Recently the TBA filed a petition with the Tennessee Supreme requesting that the ABA Citation Resolution be implemented in Tennessee. For Tennessee attorneys this is not an academic request. Since August of 1995 the TBA has been obtaining Tennessee appellate court decisions in electronic format and distributing them via the internet and TBALink. From the beginning the issue of citation has been * * *. It is inconceivable that the Federal Court system would not implement the Citation R in citeable form, would drop to virtually nothing. As a small firm practitioner the of a legal library is almost prohibitive. I see no reason for the public to be forced * * *.
