Hughes) To: citation@teo.uscourts.gov With respect to your request for comments regarding whether the federal courts should adopt the American Bar Association resolution on a form of electronic citations for court decisions, I believe that a requirement imposed on each court to number the paragraphs in each opinion and to provide a single, authoritative citation at the time that an opinion was issued would be most beneficial to attorneys relying upon electronic research capabilities. I would have liked to have known of your desire to solicit comments on this subject sooner, but the lack of publication of your request for comments in non American Bar Association publications prevented me from becoming aware of it until today. If you want to get comments from all lawyers rather than only American Bar Association members and people who routinely use computers for reviewing developments in the profession, you should consider enlisting the help of the state bar associations and trial lawyer and defense Associations.
