     You asked for comments on the ABA standard citation proposals. I 
cannot comment on specifics of the proposal, but as a law librarian, 
I endorse any system that wrests the current citation system from 
West, given the virtual monopoly they have on federal case law 
citations. 

     Any new system, however, should consistent, logical & easy to 
understand and well publicized throughout the legal community. The 
one trend I have observed is individual U.S. court districts devising 
their own citation format. The format should be uniform throughout 
the country or there will be no end of trouble.
