To Whom It May Concern:

     I firmly believe that the opinions of every court must he 
available to the public. If that requires implementation of a new 
citation system, then so be it! A secondary effect of imposing 
additional work on the judges and support staff would be 
inconsequential in the long term. The continued monopolization of 
this material is a 'crime' against the American public, and should be 
addressed immediately.

     Thank-you for entertaining this man's opinion.
