This is analogous to having a Federal highway paid for by everyone, with my own private toll booth out in front. "Sure you drive on it -- but you have to pay me first." To expect others to pay to use a citation system, when an equal and free citation system exists is ludicrous in the extreme. Indeed perhaps if people had easier access to the law, they might understand it better and our society could move away from the litigious idiocy that it has become. Thank you for your time Ron Krause
