Subject: Date: Sun, 9 Mar 1997 18:08:06 -0800 From: Dave Millman To: citation@teo.uscourts.gov CC: love@tap.org This message is in comment on the ABA Citation Resolution. I believe the issues are very simple: 1. As a taxpayer, I pay for court actions, court employees, and court documents, as does every other taxpayer. I am extremely concerned that any court would grant ownership of those documents to any private party, or allow a private party to "own" citations to those documents. 2. US Government documents are not copyrightable by the government. It is the government's duty to make them available to every citizen in the most convenient form possible. This means free electronic distribution over the internet, referencing a citation system that all citizens can use. 3. It is inconconceivable to me that West Publishing has been granted an essential monopoly on court records, and that my tax dollars must be used by other courts and government agencies to purchase those citations exclusively from West.
