     Please implement public access to court decisions through the 
form of official citation as recommended by the ABA. 

     The costs to provide this form of referencing will be far out 
weighed by the benefits, -- easy and low cost access to court 
decisions by the public as well as the courts and the bar. 

     The interests of West Publishing are only self-serving and 
greedy, in my opinion.
