     The West system of citation is archaic and unsuitable for 
modern technology. This issue, by simply considering efficiency, will 
surely rise again if it is not resolved in favor of the public now. 
Further, the American public is already lacking in legal knowledge 
that it may need in everyday life. Greater ease of access would be a 
tremendous public benefit.
