Subject: uniform citation system

     I am wholeheartedly in favor of a federal uniform citation 
system with opinion numbering and pagination done by court 
administrators. It is necessary not only to get around the 
unabrogated and unchallenged settlement in West v. Mead but also to 
allow existing improvements in information technology to make legal 
services more affordable for the American people.
