 Subject: Citation System

     It's about time the courts took steps to replace the ridiculous 
monopoly West has achieved. Additionally, a public domain citation
system will make understanding the citations much easier to lay 
people and enable easier and more seamless citation to slip 
opinions and opinions which are only available on-line.

     It will also make our jobs as law students much easier.
