Specifically, I am concerned that a system of citation keyed only to paragraphs will diminish the impact of nonparagraphed formats: bullet-points, footnotes, graphs, charts, etc. In general, I hope that judicial opinions are not reduced to ASCII text. There is too much of value to the reader lost when non-ASCII formatting is eliminated (as is evident when one tries to find italicized text or an indented quote in a Westlaw printout).
